1783 Peace Treaty of Paris Proclamation

[Mifflin, Thomas - The Definitive Treaty of Peace 1783- In the name of the most holy and undivided Trinity. September 3, 1783] - Urbanus, Sylvanus, The Gentleman's Magazine and Historical Chronicle, April 1784, 11” x 8 ½”, Volume LIV printed in London: D. Henry, 1784.  This volume includes a full printing of the treaty of Paris Proclamation by the United States in Congress Assembled signed in type by Thomas Mifflin.

By January 12th, only seven of the 13 states had sent their representatives. Time was running short operating under the weak Articles of Confederation; the Continental Congress lacked the power to enforce attendance at Annapolis, a glaring weakness in the 1st U.S. Constitution. On January 13, the convention needed one more delegate. Finally, South Carolina Representative Richard Beresford, who was ill, traveled to Maryland to insure a quorum. As soon as he arrived, the vote was taken, and on January 14, 1784, the Definitive Treaty of Peace was ratified by Congress "Given under the seal of the United States. Witness his Excellency THOMAS MIFFLIN, our President."

King George III did not ratify the treaty for Britain until April 9, 1784 which officially ended the War. At the writing of this book the author is please to report the Treaty is currently displayed prominently in the National Archives Exhibit in Washington DC. Mifflin's signature, as President, is boldly delivered on a printed document that is overall in fine condition just under the Great Seal of the United States.

Mifflin, Thomas – As Presidential an autograph promissory note signed dated August 2, 1784:

“Borrowed 2nd August 1784 of … Twenty-two pounds in Philefs to be accounted for on demand Thomas Mifflin”

On June 3rd, 1784 the United States in Congress Assembled adjourned with this resolution: The President, by virtue of the powers, and in pursuance of the direction of the act of the 26 April, adjourned Congress to meet at Trenton on the 30th day of October next. Mifflin, by virtue of the Constitution of 1777 remained President until his term expired on November 2, 1784.   The United States, in  Congress Assembled failed to convene on October 30th as it was unable to obtain a quorum of delegates until November 30, 1784. 

This note that was executed by Mifflin during the term of his Presidency provides evidence of  the financial sacrifices the founders made serving the United States with no salary and limited reimbursement of their living expenses.  Sixteen years later, demands from Mifflin’s creditors were untenable.  Mifflin was forced to leave Philadelphia dying in poverty in Lancaster on January 20, 1800 at the age of 57. Pennsylvania remunerated his burial expenses at Lutheran Church of the Holy Trinity in Lancaster.
